Nope, they were air-launched guided glide bombs.

Now they're ground-launched rocket-powered guided glide bombs.

The new weapon works. Known as StormBreaker, it is a ground launched rocket with a small diameter bomb with wings as the payload. After a long development process, the combination has performed well in tests and in previous and current combat use.

Using three different guidance systems -- radar, heat seeker, and homing on laser light bounced off the target -- Stormbreaker is highly accurate and hard to jam. It can identify, track, and hit stationary or moving targets in any weather and at night. This includes moving land targets, like trucks or train cars carrying munitions or other Russian supplies as well as ships at sea.

It’s attaching a small gliding bomb to an obsolete M26 rocket motor. M26-s were marked for decommission because they are short range and very inaccurate, but the gliding bomb solves both of these problems and does is very cheaply.
