It's because American politicians are laundering billions of dollars through Ukraine and the Ukrainians have the proof
So Congress has the choice of keeping their piggy bank funded and keeping the money rolling to themselves or being exposed for stealing billions.

Biden made frequent trips and constant contact with Ukraine during the Obama/Biden administration, and as evidence is now revealed he set up a mini financial empire to sell influence, launder money and engage in other fraudulent activity with and through his family members. He was on a first name relationship with all important political and financial people in Ukraine.

When we give military aid to another country, usually it either is “value based”—which means we transfer X units @ $Y per unit. No money is exchanged.
The other way we do it is we give the country a “catalog” of available systems. The we tell them they have a “credit” to spend in that catalog.
The money never leaves the US. The weapons systems leave.
Let’s demand the receipts so we can put the many American politicians in prison where they belong.
