Sounds like some good EW Countermeasures to things like Drone Swarms which the Chinese and Russians have been developing. The Russians may have already used something like this on one of our destroyers in the Black Sea.
The Air Force should have the advantage here - the Navy version has to work from a ship, but the Air Force version works right from the golf course.
If Raytheon is doing it, you know it will be done before the projected complete date and under budget.

You can narrowly focus optical weapons on the target. Can you do the same with microwave energy? What happens to friendly aircraft behind or above the target? Do they become friendly fire casualties? How do you make sure there are no friendlies behind the targets?
But is it powered by wind or solar?
