Tunnels are thing throughout history for many different reasons. Prohibition spurred their development in cities across the US. Maybe this is one of them?

There are tunnels and caves all over under St. Louis.
In NY there are probably a bunch of old work tunnels for utilities and who knows what from prohibition and so on.
Not sure it can be called a “ riot” when there is no mention of anyone getting hurt, no buildings torched, and no Molotov cocktails being thrown into cop cars.

I lived in Portland for 25 years and the underground tunnels there were allegedly used for selling workers onto ships as slaves. It’s called “Shanghaii-ing”
