Pandemics occur maybe once in 100 years, and they start thinking about what the next pandemic causing virus will look like. SO THEY BUILD THE SCARIEST VIRUS THEY THINK MIGHT ARISE NATUTALLY, thinking they can develop a vaccine before it shows up. THEY BUILT THE MONSTER THEY WERE WORRIED ABOUT.
