This is mainly due to not having a single national vote registration database. When you register in a new state by changing your driver’s license, they don’t notify your previous state to cancel your voter registration.
People move across state lines fairly frequently, especially on the east coast where there are multi-state metro areas like Boston, New York, Philadelphia and DC.

Total 7,058,637
If 1 in 5 cheat that is 20%, but lets say it was only 1 in 10,(10%) then Bidens total becomes 81,281,881 - 8,128,188 for a total of 73,153 692 a difference of +1,069,559. A win for President Trump.
