The man fatally shot by a California Highway Patrol officer on a Los Angeles freeway was a troubled struggling actor — whose family always “backed the blue” before seeing video of him killed by “absolute police brutality,” his stepmom said.
Jesse Dominguez, an aspiring actor working as a waiter and living in a sober living facility due to drug addiction, was shot dead by police during what his family claims was likely a mental health crisis while he was living sober living facility

If all he had was a taser, why not just shoot him in the leg to take him down ??
I just had a similar conversation with a state trooper buddy. He told me that they’re scared to do their jobs because they are second guessed and found guilty.
Citizen review boards made by untrained individuals. “He didn’t have his regulation hat on, therefore he’s guilty.”

There is no reason to keep shooting him. If we did that, we would be charged with a crime.
To set this controversy down as finished, here is what Joe Biden said on a shooting case:

“There’s a lot of things we’ve learned and it takes time, but we can do this,” Biden said. “You can ban chokeholds ... you have to teach people how to de-escalate circumstances. ... Instead of anybody coming at you and the first thing you do is shoot to kill, you shoot them in the leg.”

The suspect was armed with a taser which was used or attempted to be used by by the suspect on the cop.
In the video, you can see after the suspect was shot an object falls away from the suspect to his right.
Use a weapon on a cop, things will get ugly. It was a legitimate shoot.
The cop likely had no idea what the suspect was pointing at him. Based on video evidence, it appears the suspect dropped the object, likely a taser, only after being shot.
Is that you, President Biden? If not, that’s the company of analyst you’re with. If the cop had tried to shoot other than center mass, and missed, then what could happen to the cop would be just the way it goes? If he’d hit an artery, would the grieving family be less sad? If, down, he’d pulled a handgun out of his waistband or off his ankle and blew the cop away, what then? Nope. Use a weapon in a cop, and youre done
The guy was flat on the ground already, so I think the main issue is that the cop could have just disengaged by standing up and backing off: which he wound up doing anyway as he shot him.
So the legal question is whether the cop has justifiable fear for his life. Maybe at the first or second shot, but not afterwards.
A taser/pepper spray etc can debilitate or impair a person at least temporarily, at which point the suspect can seize the cops gun. Can't let that happen.

Btw, reaching for the cops gun is not the issue due to the fact when the shooting happened the suspect was on the ground and the cop was standing when it appears he shot the suspect 3 times. Not including the round that missed and hit the freeway.
In other words, at the time of the actual shooting, the suspect had no way of reaching the cops gun even if he tired. The suspect was shot because he either pointed a taser at the cop or tried to reach for taser.
Also notable as an enrolled resident or whatever of a drug addiction treatment center there was no possible way for him to possess a Taser (or anything else) lawfully.
Where did he get that?
It is axiomatic (somehow) that only the worst examples are publicized and emphasized ad nauseam in the press. Always. The “conversation” that ensues always and ever only skews one way. I’m no bootlicker, but these are overall specific techniques to undermine good public order and all those things that are villified by the usual suspects.
