At that point, crossings by Indians were already at a record high - around 20,000 Nearly all turn themselves in to Border Patrol - who go on to process them as asylum-seekers .

My guess is the 42,000 have a relative of close friend in US, and instead of spending money visa, which is expensive, why not just walk over the open border.
