If Mike Pence had sent the fraudulent electoral college ballots back to state legislatures for further review on J6, he would not only go down in history as a courageous American Patriot, but he would also be the heir apparent to the MAGA movement and would be #1 in GOP primary polling right now for 2024
Instead he backstabbed 74 million Americans at the moment they needed him most

Constitution says VP counts the EVs. Doesn’t empower VP to determine or opine on the legitimacy of them or to reject them. The clerk at motor vehicles just issues the drivers' licenses but can't reject a fraudulent application? The VP was empowered to reject fraudulent electoral votes constitutionally, so the Congress amended the law:
Electoral Count Reform and Presidential Transition Improvement Act of 2022 Pence is a coward, and history will judge him as such.

Note that this was AFTER the 2020 “election” fiasco. It was pushed through by members of both parties who hated and/or feared Donald Trump, and who never wanted another “election” challenged. You cannot quote the subsequently-modified law as if it was in effect at the time of the “election “ in question, or on 1/6/21.
You can like or dislike Trump or Pence, as you see fit - those are your opinions. But you are not entitled to your own facts.

Pence is a dick but your either for the Constitution and the laws or your not.
The issue is this: Is the 2022 law you cite constitutional? Can the Congress tie the VP's hands to reject obviously fraudulent election returns, i.e., electors awarded in an election where more ballots were tallied than voters who voted, (as happened with Pennsylvania's 2020 election) or where the election laws were clearly violated, (as subsequently adjudged by the Wisconsin Supreme Court for the 2020 Election)? Since the VP's powers are outlined in the Constitution, how can a statute limit those powers?

I.
The Ammendment you cite was was not in effect on the J6 behavior that Pious Pense exhibited in denying the several states who were objecting on behalf of the people’s sure evidence of fraudulent ballots and counting and procedures in their state.
II.
IF PENCE HAD NO POWER TO GRANT A TEN DAY DELAY for investigation of FRAUD to those states, WHY WOULD THIS AMMENDMENT BE CREATED?
It was because Pence as presider had the DUTY to respect state’s right to OBJECT AND reasonable time to PROVE A FRAUDULENT ELECTION HAD IN DEED OCCURRED, in the respective states, prior to 20 January.
III.
PENCE LIED when repetitively saying PRESIDENT TRUMP WANTED PENCE TO OVERTURN THE ELECTION.
President Trump always asked for an investigation, not an overthrow.

If it were to rule consistently about the 2020 Election, SCOTUS would have avoided the issue as a political question. Because Pence was coward, the issue was never decided, and as VP who needed accept or reject electoral votes, he clearly had the "elusive" standing to bring the case if SCOTUS were to have addressed the issue of massive cheating in 2020 Big Steal.

You are citing the law as it was amended subsequent to the 2020 election.
Historically the Senate and the House have debated and either accepted or rejected electors designated by states.
For example see the presidential election of 1876.
