You are citing the law as it was amended subsequent to the 2020 election.

Historically the Senate and the House have debated and either accepted or rejected electors designated by states.

For example see the presidential election of 1876.

Yes, Congress - if electors are rejected, the VP cannot have them counted. Congress did not reject any electors this time. Perhaps they should have, but they did not.
