What’s it like 30 miles south? We visited friends in Sherwood a couple years ago and it was still nice there (10 miles south of Ground Zero) but the camps were strewn along I-5 almost all the way to Salem.
The homeless encampments are all over parts of Washington County, Sherwood is less suitable because the people that own the land are wealthier and aren’t into their neighborhoods becoming drug infested hang outs.
There is definitely a Portland to Salem corridor of left-wing politics, that has a financial operation going on.
The homeless have financial angels going on....right now...the next police chief(he’s currently a sergeant) in my town wrote an editorial in a local paper a year ago saying:
“Outside groups don’t want us enforcing the law against the homeless.”

You raise a reasonable point for discussion.
Narcan is a reasonably safe and effective emergency treatment for narcotics exposure, and can be employed by laymen.
Narcan should be made available, for free, to good, law-abiding citizens to possess and carry in public, in case they are deliberately or accidentally exposed to narcotics in their daily activities. It might save worthwhile lives, and the group receiving the Narcan (producers and taxpayers) is worth the expense of the program.
