Editorial: Climate change is roasting L.A. The city can save lives by requiring A/C in rentals

As another punishing heat wave sets in, it’s worth remembering that home isn’t much of a refuge for many Californians when temperatures climb.

It can be hotter inside, especially in older, poorly insulated buildings without air conditioning, than outside, increasing the risk of getting sick or dying from heat-related illness. And as climate change brings more periods of extreme heat, our homes become more hazardous too.

Residents must be protected from life-threatening heat inside their homes and apartments. That’s why Los Angeles officials deserve credit for looking into requiring every rental housing unit to have some air conditioning or cooling apparatus.

Air conditioning is no longer a nice-to-have amenity, even in coastal areas of L.A. where it was once uncommon. Climate change has made it a must-have. Extreme heat is the deadliest effect of climate change, and its death toll is chronically undercounted. Protecting people from this preventable hazard inside their own homes should be a priority for officials at all levels of government.

Local rules are needed because California lawmakers have failed to act. Last year, they let a bill die that would have required regulators to establish statewide safe-temperature standards and cooling requirements for homes.

I would think this would also require open-ended utility subsidization for low income people who are at constant risk of shutoffs or the AC units would be not much use.

I want government to protect me from force, fraud, and abuse.

Creating a utopia where I am guaranteed to have air conditioning is a whole other thing. And seems like an open door to invite levels of force, fraud and abuse into my life through tyrannical government and higher taxes.

What is required is a few desalination facilities to be built off the coast, and bring in a few extra megawatts of electricity to the state to fund an air conditioning program. With that, build above ground pipelines within southern California to carry water inland to farming communities. Cover the pipelines with solar collectors, build transformers and pumping stations along the route. In arid areas, use this water to grow crops and forests. (We fid this in Israel in the 1970’s. Nothing new here)

Now you have a whole new economy, jobs, alternative energy production. And this would cost a lot less than buying every poor family in Southern California air conditioners which will be shut down most of the time due to lack of electricity.

So they saying a newer, well-sealed, building, without air conditioning is better than an old building without air conditioning. In other words a GREENHOUSE is better than a building that lets air flow through?

I realize that Leftists are out of touch, but one would think they’ve gotten into a car sitting in the sun all afternoon, particularly in California.

This solution is just perfect for a state that has minimal in-state generation capacity, frequent brownouts, and no plans to address either ... to mandate an increased load and then tell people not to use it when they need it most.

Did I get that right?

Hair of the dog? People in Nevada and Arizona need to up their game. In a free market, entrepreneurs would be building nuclear power plants in Nevada, Arizona, and Oregon (and Mexico!) to pump juicy megawatts in to California at about 25¢ per kWh. Instead California is going to have long and frequent blackouts when neither electric cars nor air conditioning works.

What beats me is how Los Angeles can mandate air conditioning on low-income rental properties, but cannot guarantee adequate electrical power to supply the necessary electricity to run those A/C units.

Subsidizing the power bills is meaningless if there is no power being delivered.

Life is hard. Then you die. Sometimes not in a good way.
