A worrisome dimension of the Chinese weapon programme relating to the weaponisation of public opinion in target countries has been confirmed by a twelve-page report of US researchers. The report entitled “Enumerating, Targeting and Collapsing the Chinese Communist Party’s NeuroStrike Program” indicates that China has developed a new type of neuro-strike weapons that are not only capable of disabling the cognitive capabilities of targets but can also control their brains. These weapons can cause neurological problems in a human, reduce his awareness, and tamper with the brains of soldiers in battle. NeuroStrike, as defined by McCreight- a well-known expert on cognitive warfare, refers to the engineered targeting of soldiers’ and civilians’ brains using distinct non-kinetic technology to impair cognition, reduce situational awareness, inflict long term neurological degradation, and fog normal cognitive functions.
Significantly, the report underlines that NeuroStrike and psychological warfare are a core component of its asymmetric warfare strategy against the US and its Allies in the Indo-Pacific, and are part of the Chinese Communist Party’s (CCP) standard order of battle; not an unconventional set of capabilities only to be used under extreme circumstances. This represents the strategic thinking of China.
The report points out that China’s weaponisation of neuroscience extends well beyond the scope and understanding of classical microwave weapons; it now includes using massively distributed human-computer interfaces to control entire populations as well as a range of weapons designed to cause cognitive damage. Sources of resistance against China can be eliminated through these weapons by instilling intense fear or other forms of cognitive incoherence resulting in inaction.
The Academy of Military Medical Sciences has a division called the PLA Centre for Disease Control and Prevention, where such weapons are manufactured. This institute was placed on the United States export control blacklist in December 2021 with its leading role in CCP NeuroStrike research serving as a key justification.
China has been working for a long time to evolve a strategy to win wars without fighting adversaries, in accordance with Sun Tzu’s dictum. In late 1990s, China came up with its “No Contact Warfare” strategy, which was based on creating confusion in the adversary’s command and control system. In 2014, it came up with its ‘Three Warfares Strategy’ comprising psychological warfare, media warfare, and legal warfare to achieve its objectives. Broadly, the objectives of this strategy are to seize the “decisive opportunity” for controlling public opinion, organise psychological offence and defence, engage in legal struggle, and fight for popular will and public opinion.
The report points out how this strategy was used in the South China Sea (SCS). It contained seven steps. First, it changed the ground conditions and tried to shape the internal and external environment to support its claims. Second, utilise international arbitration to delay any settlement, while continuing to change the ground conditions. Third, dismiss the validity of international arbitration rulings in the event of an adverse ruling and shift focus on domestic laws. Fourth, claim the entire nine-dash-line area that was forcefully taken by foreign aggressors, based on manufactured historical evidence. Fifth, launch a high-voltage propaganda on its claims and project that China is exercising its legitimate rights to fully recover from the ‘Century of Humiliation.’ Sixth, utilise Chinese media, social media, and public diplomacy to achieve the objective. Seventh, use the Chinese Maritime Militia, Coast-Guard, and PLAN for intrusions in the EEZs of other countries and deny them oil exploration activities. China used these operations to divert international attention from its activities in the SCS and along the Indo-Tibetan border during the pandemic.
The operations are focused on Hong Kong, Taiwan, and India, in addition to the countries that are disputing its claims in the nine-dash-line. The report observes that the SSF now operates as a superstructure for several Chinese military assets (land, sea, air, cyber, and space) across multiple theatres in the Indo-Pacific while simultaneously serving as the primary deployment platform for new NeuroStrike weaponry.
In the last couple of years, three nations-US, France, and India- have presented studies on the Chinese influence operations globally that suggest that they have acquired the dimensions of a Cognitive Warfare. It integrates all the elements available in the information, cyber, and psychological domains and takes them to a new level not only by manipulating the perception of the target population but also by ensuring that the desired action from the targets is achieved. It includes psychological operations, neuroscience to manipulate cognitive capabilities of targets and the implementation of social engineering. In this warfare, the human mind becomes the battlefield.
The US National Counterintelligence and Security Centre, in its July 2022 report, reveals the extensive PRC activities to manipulate the US state and local leaders to support the policies that are favourable to the PRC and CCP in accordance with the strategy of “using the local to surround the central”. Exploiting the independence enjoyed by the local leaders from Washington, the PRC tries to exploit this to turn them into “its proxies to advocate the policies that Beijing desires.”
In October, 2021, the Institute for Strategic Research of the French Ministry for the Armed Forces presented a study titled “The Chinese Influence Operations- A Machiavelli Moment” indicating that ‘the CCP’s influence operations have become considerably tougher in recent years, and that is a “Machiavellian turn” inasmuch as the Party-State now seems to believe that “it is much safer to be feared than to be loved,” in the words of Machiavelli in “The Prince”. It notes that the PRC is especially trying to target the diaspora, academicians, think-tanks, politicians, the media etc.
In India, the Law and Society Alliance brought out in September, 2021 how Chinese influence operations are manipulating the perceptions of targets in different sectors. It concluded that “China’s subtle attempts to infiltrate Indian society through the use of a number of alternative means such as financial investments, fellowships, travel courtesies and coercion can be extremely damaging in the long run.” It points out that the CCP is extensively using the Confucius Centres and China Study Centres. Selected persons are sent to China for ‘re-education’ and serve later as ‘useful agents of the CCP’ in pushing its line in India. China deploys CCP appointed intellectuals and academicians for brainwashing. With their help, journals and magazines are produced to project Chinese views and contributors are paid highly.
The CCP’s United Front Work Department (UFWD) plays a leading role for directing and coordinating influence operations globally through its various front organisations. Other PRC government agencies involved in foreign influence operations are China’s Ministry of Foreign Affairs, Ministry of State Security, and Ministry of Education. Among the important entities used for foreign influence operations is the Chinese People’s Association for Friendship with Foreign Countries (CPAFFC), which describes itself as a “national people’s organization engaged in people-to-people diplomacy of the People’s Republic of China”. The SSF linked Unit 61090 and its various front organisations are involved in manipulating the perceptions of targets.
The Chinese operations include disinformation, counterfeiting, sabotaging, discrediting operations, destabilising foreign governments, provocations, false-flag operations, manipulation aimed at weakening social cohesion, the recruitment of agents called “useful idiots”, and the creation of front organizations.
Given that China is pushing the level of cognitive warfare, firm steps to counter it are urgently needed. The recent report has recommended certain steps to generate a range of executable options to directly target and collapse the CCP NeuroStrike programme. These include informing the public about the threats of NeuroStrike weapons, organising international discussions to encourage research in neuroscience/cognitive science studies, and neutralising CCP’s NeuroStrike capabilities. These require joint efforts and immediate steps should be undertaken to counter this growing menace.

Herlong read those goals 44 years after the Third International Soviet communist congress.
