You need to go back to school, kid, and take a civics class.
A simple majority passes a bill in Congress; and it then goes to POTUS to either sign it or veto it. If it is vetoed, the bill goes back to Congress where a 2/3 vote from is necessary to overcome the veto.
Your “60 votes” are needed in the Senate for cloture to overcome a filibuster.
