VERDICT: FALSE, as long as one adheres to the standard definition of a mass shooting as an incident in which four or more individuals were killed by one attacker in one incident.

Mass shootings have dramatically increased starting with 2020. Hmmm, what was going on in 2020? I know, COVID, the Floyd rioting, and the 2020 election. During the 4 years of the Trump administration there was an average of 428 mass shootings per year, in the first two years of the Biden administration there have been an average of 668 per year, and over 200 so far in 2023. So, it looks like Biden is the Mass Shooting President, just as 0bama was the Islamic Terrorism president.
