He was definitely one of the puppet masters. Probably a semi-retired spokesman by now. Remember that he has two sons who are quite active in the family business and political empire. You don't hear much about them and that is intentional.
There is no one single Evil Overload directing a sinister conspiracy. There are many of them, each with their own projects in mind and the players change with every generation. It is an organized system of rulers in a number of secretive factions who attempt to control world, national, and local events. Yes, they conspire to do that. It is the nature of power systems to be hidden.
In their view, the rest of us are livestock or game animals to be hunted for sport. They are pretty good at controlling the masses and fear only that control may slip.
The power players always attempt to undermine and destroy the middle class, especially the upper-middle class. That is the only group that can generate serious opposition to them. It is where their competitors and replacements are generated.
The Soros DA project puts criminals back on the street and protects them, while punishing middle class law-abiding citizens if they resist the predators. A terrorized middle class is more likely to obey government orders and believe the promises that only government can defend them.
Troublesome people can be targeted by mobs or criminals with the tacit approval of authorities. Or even with the instigation from authorities.
Each new generation of rulers tends to be less intelligent and less capable than its predecessors. Eventually they are too feeble to maintain or hold power. We are close to that condition now.
The current oligarchs cannot control or manage a high technology civilization, nor control today's world population. They are willing to reduce both features in order to maintain their control. There are significant numbers of absolute psychopaths in their club who want to kill all of us before they perish.
Plan accordingly.
