It won't play in a normal capitalist, merit driven environment. It will be forced by ESG policies re-writing housing "codes" to force existing buildings to "upgrade" to "carbon neutral" regardless of the cost to implement. When the owner/occupant can't comply due to the financial burden, a notice will be placed on the building claiming it is unfit for human habitation and must be vacated immediately.

What do the renters get out of it? It would seem to me if there are carbon credits involved those would go to the owners

Apartment complexes have been going up like crazy over the last decade where I live. There are no solar power installations on the properties from what I can tell. That said the power company has solar farms, windmill farms and peaker plants. Apartment owners don’t want to get into the energy management business
