To Recoup EV Losses, Washington Plans Pay-Per-Mile Gas Tax

Washington state, like other liberal areas, has been pushing its citizens to switch to electric vehicles (EVs), and has now discovered one big problem with the change: How does it make up for lost gas tax revenue? As of 2022, residents of the Evergreen State were paying a tax of 49.4 cents per gallon, but with more people going green, less drivers are forking over the cash. What’s the solution? Lawmakers are trying to push a bill through that would saddle motorists with a per-mile Road Usage Charge (RUC).

The Pay-Per-Mile Gas Tax Proposal

Last week, the state’s House Transportation Committee met to discuss the dwindling budget for such things as road repairs and maintenance due to loss in revenue as Washington drivers switch to EVs. Committee Chair Jake Fey, a Democrat, said, “Gasoline revenues are headed downward.”  House Bill 1832, if passed, will require drivers to pay 2.5 cents per mile on publicly funded roads such as state highways, interstates, and city- and county-maintained roads. Private roads, at least, would not be included in the bill.

The proposed legislation is getting a lot of negative feedback, though, with people pointing out everything from a breach of the state’s 18th Amendment and equal distribution of residents to difficulties in keeping track of miles driven. Mariya Frost of the Washington Policy Center pointed out:

will require drivers to pay 2.5 cents per mile

Somehow I don’t think that equals the cost per mile of road tax for gas.

Can someone do the math?

Sadly, we got a heads-up email a while ago from a local Tea Party that TENNESSEE is considering that. That is red TENNESSEE!

federal tax 18.4 per gal
iowa tax 31 per gal

so $.494 devided by 20 mpg is about 2.5 cents.

guess it is fair.

You don’t think the gas tax is going away when the pay per mile tax comes in, do you?

At least it will still be the hidden carbon credit tax that just started in January.

The correct answer is a road tax added to the electric bill of EV owners.

EVs share the road and need to share the tax burdens of keeping the roads operating. I have no problem with charging EVs per mile traveled on state roads.

Ramping up financial disincentives on ICE vehicles is critical to moving everyone into the brave new world EV’s.

EVs cost more than ICE vehicles.
Electric rates have skyrocketed for charging your EV.
Road tax per mile.

Cost benefit analysis: EV vs ICE

ICE is cheaper for total cost of ownership.

If you got a car in WA they will likely jack your car with a gps for the mileage. I would expect them to eventually give out tickets with the system if you drive too fast (distance over time). Lovely way to @@$@ propels over and control your life.

FJB has promised to "end 'fossil' fuels," and I believe him.

All the EV manufacturers will need to kill off a mileage tax other wise it will near cost the same as An ICE vehicle and therefore the incentive to save money is gone. And of course the legislature will not reallocate the funding correctly as it would defund pet progressive projects and they will have to work hard to fix the issue.

In the 1970's Colorado was unique with "GTM" tax - Gross Ton Mileage. It applied to commercial trucks only.

Now, since EV's are heavier than ICE equivalents, which means they inherently cause more road wear and tear than ICE's do, the the "fair" road tax per mile should be higher on EV's than ICE's.

And my emotions tell me that people who can afford expensive EV's are wealthier than ICE drivers, so a PROGRESSIVE road tax on EV's would be even more expensive.

I assume they think they’ll just require you to record your odometer on NY Day and again on Dec 31 and pay the 2.5 c/mile on the difference. Will this lead to required Odometer accuracy testing?

How will they account for miles driven in other states? If I drive cross country through 14 other states that don’t charge by the mile, they can’t expect me to pay for all that!
