Also, there is a way to force a state to abide the constitution, using the Ku Klux Klan act (42 USC Sec. 1983). Normally you cannot sue a state for money damages, however, you can sue a state and make them abide the constitution. This is long settled law, and they will need a pile of documentation, from tons of doctors to make this stick. All a person would need is to file a habeus corpus petition, forcing the goverment to show cause, and you would simply need one doctor to dispute the state's claims. SCOTUS will likely take a very dim view of this "law". Any law which is violative of the constitution is said to be void ab initio meaning it is void at it's inception and carries no force of law. As lawyers, they cannot plead ignorance of the supremacy clause of the constitution. Hence, there is no presumption of immunity from suit, individually or collectively. Hence if they decide to lock someone up, without the law being legal, the state, and the individuals (governor, legislators) can be found individually liable to pay the awards a jury is likely to award. It is the height of idiocy for these power-drunk legislators to think they can get away with this, particularly if the law is aimed at a specific segment of the population, as this seems to be the case here.
As the late, great Seattle talk show host Dori Monson used to say, Bob Ferguson is the most frightening politician in Washington state.
And it is no secret, he wants to be Governor after Dimslee. (he’s from King County so it is a foregon conclusion).
