I wonder if Solovyov intentionally employed this expression as an allusion to the well-known fact that, during WWI, Lenin, himself, was brought back to Russia from his Swiss exile by the Germans in a railroad wagon sealed with a lead customs seal (to prevent tampering) - in a (successful) attempt to destabilize Imperial Russia and eventually knock it out of the war? I see no other possible interpretation.

You make an interesting point. And it’s true not only of Britain... but also of Germany, France, Italy, Russian. The 20th century killed off a pretty substantial share of their best men. The surviving veterans ran things (this was true even in West Germany where ex-Nazis/ex-military officers were pretty much in charge because they were the most capable men), but the shirkers, queers, cowards, imbeciles made up a disproportionate share of the surviving population, and that may go a long way in explaining the cultural rot that has followed once the WW2 generation died off.

Just an example. Your premise needs examination. Fill it out, and see if there is anything to it.
Point 2 - Since the bulk of that generation of age in 1939-45 served under conscription, at least, then the leaders of the 1960s-80’s would have been vets, but hardly ex-Nazis or whatever. Consider Pope Benedict, who was a conscripted teenage flak gunner.
