The article I gave you was from mid last year on solving rate. And at a rate of 1%, that leaves the other 99% unsolved. It’s very easy to use a fraudulent card as stores don’t look at signatures or ask for other ID. Some people used to print “see ID” on their cards. But the major cards went to court and got a judge to say if that is what they say is their identifying signature, then it passes the test. And if the crook is stupid enough not to sign a blank card because some people left it blank thinking the store would look at it, then they probably fall under that 1%.
I tear the signature tape off my card and use erasable ink to black out the signature spot. This makes the card un-usable until I show ID. I have no problem with showing ID to protect myself. But the perp will.

Doesn’t she realize that the existence of the street vendors is the problem. Get rid of them, then they and their ex-customers won’t exist to be mugged. “Close down all street vendors” should be her new campaign theme.
They don’t know that you don’t have the cash until they are robbing you.
I guess she means eventually in a couple of decades perhaps, the street robbery will fade out, unless of course your watch, purse, shoes, jewelry, coat, cashmere sweater, dog, expensive baby carriage, or fancy hat, your phone, or nice briefcase, or whatever else you choose to wear or carry can be seen as having monetary value.

I have had unauthorized charges on my credit card over the years—several of them.
In every case the credit card company ate the loss—I got the money back.
They issued a new card and everything was fine.

Leave Chicago if you don’t want to keep getting mugged. Or emulate Charles Bronson and Bernard Goetz, if you can.
Federal law, by way of 15 U.S.C. §1643, limits cardholders’ liability to $50 in the event of credit card theft. But most banks will even waive this amount if the cardholder signs an affidavit explaining the theft. You shouldn’t get some flack from a bank. But most of the banks don’t own their cards so it isn’t anything to them.

I haven’t seen a clerk even look at the back of a card in forever. Certainly never when using the reader yourself like nearly all are now.
Why don’t she tell people to just take whatever they want from the street venders? No cash, no credit cards needed that way.

Interesting part is I talked to an attorney friend and I showed him the card and he smiled and said I’ve heard about that but it hasn’t been challenged yet.
All cards used to have the “not valid unless signed” statement on them. But some people like me asked what is not valid unless signed? If it said this card was not, which none of then did, then they have identified what is not valid. With contracts they can create a loophole by what they did with this. You won’t find that statement on most of the majors anymore. But you probably will identifying it as a the card being issued on your application. This is one of the reasons they won’t give a person under 18 a card as the youth cannot be held responsible for the money spent contractually. It’s a big game.
