Today's update from General SVR's Telegram:
The President had a telephone conversation with Iranian President Ebrahim Raisi. It is worth noting that yesterday, the Iranian Foreign Ministry announced not the recognition of the "new territories" and Crimea as part of Russia, which, of course, upset Putin.
But the conversation with the President of Iran did not work out. The Iranian leadership is delaying the supply of ballistic missiles, launchers for these missiles and unmanned aerial vehicles. The small number of ballistic missiles that have already been delivered without launchers is useless. Even unmanned aerial vehicles, with which the Armed Forces of Ukraine have learned to effectively fight, and those Iran is in no hurry to supply in the required quantities.
Putin asked his Iranian counterpart to hurry up with the shipments, but received traditionally "Eastern" promises. Whether the promises of Ebrahim Raisi will be realized and how quickly, the Russian leadership does not know. After the conversation ended, Putin did not radiate optimism.

This is FAR MORE important to Putin. As far as the liberated areas (and future liberated areas) in Ukraine are concerned, they’ll be recognized by all (or at least most) countries, as a condition for a final peace deal ending the war.

Iran and Turkey come together on some topics like their desire to eradicate the Kurds and Armenians. But for the most part they would be at odds because of their religious divide. Any alliance of theirs would only last so long as either thinks they’re getting an advantage from the arrangement.
I think it’s fair to say that their possible alliance would be more like a non-aggression pact than an actual commitment to have their forces fight side by side.

I’ll grant the Iranians the possibility that they see Russia’s actions as illegitimate. They are a theocracy after all and Islam does have some severe ideas about theft, especially theft under the guise of deception.
Putin insisting his forces were just ‘exercising’ before the invasion of Ukraine and then the lies about the ‘Little Green Men’ before that are probably not playing well with the clerics in Tehran.
Because if Putin lied then then he will certainly lie again.
