The head of NASA has said that China could claim the moon as its own territory if beats the US in the race to the lunar surface.
In an interview with Politico, published Sunday, NASA Administrator Bill Nelson said Chinese military expansion in the South China Sea was an indicator of what might happen on the moon.
Nelson said: "It is a fact: we're in a space race. And it is true that we better watch out that they don't get to a place on the moon under the guise of scientific research. And it is not beyond the realm of possibility that they say, 'Keep out, we're here, this is our territory.'
"If you doubt that, look at what they did with the Spratly Islands."

The US planted the US Flag and publicly proved the Moon is a US territory by so doing. IF the Chinee want to fight over that, or Islam or anyone else-— then bring it. They haven’t the capability to sustain the ownership— and we will not let them. They, as a form of government of a country, will not make it, just as the Soviets fell into the disorganized group of oligarch thieves, which will not survive either.

I think there is a treaty of that sort, to not claim the Moon for a country.

If China were to claim the Moon if they ever landed on it (far fetched) we’d be able to claim it too.

Please read post 18. We signed a treaty in 1967 prohibiting anyone from claiming the moon. I remember this being specifically mentioned during the Apollo missions. Red China didn’t sign the treaty.

Moon settlements are possible but they would have to be underground to protect from the elements you described.
Such underground structures could be built by robots with supplies put in place before humans arrived.
Imho that is what long term habitation of the moon will look like—whatever country is involved.
If NASA placed a Ukrainian flag on the moon, they’d have plenty of funding.
And DC generators could reverse polarity or apply a canceling AC charge field to equipment and personnel. Just one more operation critical system needed to be in place.

Acording to the Outer Space Treaty of 1967, the exploration and use of space shall be carried out in the interests of all countries: outer space is the “province of all mankind”.
The Outer Space Treaty means therefore that - no matter whose national flags are planted on the lunar surface - no nation can ‘own’ the Moon.
As of 2019, 109 nations are bound by the Treaty, and another 23 have signed the agreement but have yet to be officially recognized. The Republic of China signed the Treaty on January 27, 1967 and deposited an instrument of ratification of the Treaty on July 24, 1970.
They are currently saying they are not responsible for that treaty. But the US is not going to give up parts of the moon that they have been planning to settle for food productivity over the past number of years. They are currently using mars and the moon along with Antarctica back here as test areas.
