Like it or not, under our asylum laws if they present themselves at the border and request asylum they may, in many cases, be processed and allowed to legally enter the country until their cases are adjudicated.
It's clear in US law.
Sec. 7. GOVERNOR AS COMMANDER-IN-CHIEF OF MILITARY FORCES. He shall be Commander-in-Chief of the military forces of the State, except when they are called into actual service of the United States. Texas is big enough to solve its own problems all it needs is a real leadership its clear you have no idea what that means.
I would agree,he has the Texas Rangers, local sheriffs,reserves, and many other agencies who are probably ready willing and able to stop the illegal migration with just a little bit of leadership but where is the leader?

Once again if he is guilty of fraud stealing money from those who wanted to fund the border wall he needs to be punished.

That's exactly how it works.
What happens in Switzerland depends upon their laws. In the US you're allowed to apply for asylum if you're from those countries.
Unless you're trying to enter from Canada.

Bannon is being intentionally stupid.
