Everything is a nail to a hammer. The answer to a covert assassination campaign is to make it costly to the assassins and their paymaster, and war is the least efficient way to do that. Capture the hit man, make him squeal, seize the paymaster’s assets and appropriate them under RICO on the jurisdictional basis that they are a criminal enterprise actively causing crimes to be committed within the United States. Appropriated assets to be used to combat this campaign of assassination.
