He “graciously” conceded because he knows he will win on the recount. When Boebert complains he can accuse her of being an election denier while bragging how gracious he was.
I’ve seen this play before. I know how it ends.

In these situations they usually have a recount and the Dem finds enough votes to win.

They have probably “cured” enough votes by now to flip the results back to him in the recount and he knows it. Then they will use this to say how patty Loren is when she contests the fraud that is coming. He is probably in on it so it’s just theater. Cynical? Who? Me?

And he proved that he was serious by arresting those few who had committed crimes. Does BROWARD COUNTY ring a bell.

to answer your question: In Florida vVoting integrity systems were put in place in Florida after the state became a national laughingstock in the wake of the 2000 presidential election, and “hanging chad” became a symbol of questionable vote totals.
Florida permits any registered voter to request an absentee ballot, but the request has to be received by the office of the local supervisor of elections by the close of business ten days before the election. Only the voter or an immediate family member can make the request. There are NO mass mailings of vote-by-mail ballots.

My guess is that he is a afraid that a recount would show many of his votes were bogus and embarrass him.
That would be the natural reason for conceding a close race without a recountt.
