My guess is that he is a afraid that a recount would show many of his votes were bogus and embarrass him.

That would be the natural reason for conceding a close race without a recountt.

Need to go back a read the article again:

Colorado law requires a recount, even if Frisch concedes.
Frisch says that he knows the rules still require a recount.

So, clearly he’s not conceding to avoid a recount.
