This is ludicrous. At the height of invasion Russia occupied roughly 20% of Ukraine counting Crimean peninsula. Now it’s more like 15%. As for the electric grid - Russia does aim to destroy it (which is - destruction of civilian infrastructure in response to military defeats - a war crime, btw). However about 10% of Ukrainian populace right now are w/o electric power or under rolling blackouts.

What is important for Zelensky is he gets the money he thinks he deserves no matter the cost. Europeon and US politicians feel the same thing for themselves as Ukraine is a money laundering operation.
