ST. PETERSBURG. October 10. /TASS/. Russia will respond toughly, if the Kiev regime continues attempts to carry out terror attacks on Russian territory, President of Russia Vladimir Putin said on Monday.
"If attempts continue to carry out terror attacks on our territory, Russia’s responses will be tough and by their scope correspond to the level of threats created for the Russian Federation," the head of state said at a meeting with members of Russia’s Security Council.
"No one must have any doubts about that," Putin stressed.
By its acts, the Kiev regime has put itself on a par with international terrorist organizations and, therefore, these crimes simply cannot be left unanswered, the Russian leader said.
As Putin said, "this morning, at the suggestion of the Defense Ministry and under a plan of the Russian General Staff, a massive strike by Russia’s long-range air-, sea- and ground-based precision weapons was delivered against Ukrainian energy, military command and communications facilities."
The president instructed the defense minister "to report on the results."

Ukraine reports 11 killed in the attacks. Ukraine itself kills twice as much innshelling of the Donbas residential areas every other day.
This is for internal consumption. Putin has to pretend to his people they have some method of responding.
The problem for Russia is they have all but exhausted their supply of precious guided munitions.
They launched a few missiles at power plants, but not enough to have long term effect. They also blasted artillery shells into a few residential areas.
Leaving only the unguided variety.
What was that? I think we’ve shifted over to the fast lane.
Nah, anyone can.
You just have to say that you're bombing civilian targets because in the end, it will save lives.

Because in a war they are losing they are managing only a few precision strikes a week, which is probably the rate their factories can make new guided missiles.
Putin fired off his load in the first weeks of the war expecting a quick victory, but since then strikes have been minimal.
Either he does or not.
I think we’ll find out.
He always has "some" method of responding, even if it is simply "blowing wind in their general direction".
The question is whether his response will be effective, or not.
We cannot judge that until the war is over.
Case in point: the Battle of Britain, air war by the NAZIs.
