This is for internal consumption. Putin has to pretend to his people they have some method of responding.
The problem for Russia is they have all but exhausted their supply of precious guided munitions.
They launched a few missiles at power plants, but not enough to have long term effect. They also blasted artillery shells into a few residential areas.

Russia allegedly blasted Ukrainian civilian infrastructure back in September for Ukraine having the temerity to launch a counter-offensive on its own soil to recover its own territory. Saw all the posts here on FR about the power outages across Ukraine.
Ukrianians might as well get some payback.

IIRC The Ukraine has an unused stock of ballistic missiles that could be used on Russian cities as return of favor.
