Germany fears an increase in attacks on infrastructure and possible sabotage. General Carsten Breyer, the commander of the territorial command of the Bundeswehr, warned about such risks for the country in an interview with Bild am Sonntag.
“We are in command, first of all, we are ready for hybrid threats. This is a state between not quite peace, but not war either,” he said.
The general noted that after the cases of drone flights over barracks and military facilities, as well as explosions on the Nord Stream gas pipelines, Germany’s defense forces have increased their readiness for possible new attacks.
“We are not talking about an enemy army with soldiers and tanks attacking our country. But attacks on infrastructure are possible, which are designed to sow uncertainty among the population and shake confidence in our state,” said Breyer.
He added that the investigation into the attack on the Nord Stream gas pipelines is still ongoing and that no one may ever be able to definitively prove who was behind it, but that such a hybrid situation between war and peace “always involves multiple strikes.”
“Every substation, every power plant, every pipeline can be attacked, can become a possible target. Germany should monitor this and listen to its security services while possible attacks are being planned, which are the most likely scenarios. But you cannot protect every power pole,” the general noted.
He added that Russia’s attack on Ukraine and the new security situation in Europe showed that war in Europe is possible again.

Russian authorities have no doubt that the explosion on the Crimean bridge was a terrorist attack aimed at destroying Russia’s critical civilian infrastructure, President Vladimir Putin said on Sunday. He added that Ukrainian special services were behind the attack.
“This is just as you’ve said, there is no doubt [about it]. This is a terrorist act aimed at destroying the critical civilian infrastructure of the Russian Federation. It was ordered, authored and carried out by the special services of Ukraine,” the head of state said at a meeting with the head of the Investigative Committee of the Russian Federation Alexander Bastrykin.
The head of the Investigative Committee confirmed this, adding that citizens of Russia and foreign countries helped the Ukrainian special services in preparation of the attack.
On Saturday morning, a truck exploded on the Crimean Bridge, collapsing two eastbound parts of its road section and subsequently setting ablaze a train of fuel tanks on a separate, adjacent rail portion of the bridge. As a result of the blast, three people were killed. A government commission chaired by Russian Deputy Prime Minister Marat Khusnullin was set up after the incident. “We opened a case under the second part of Article 205 “Terrorism”, and this is confirmed by the data at the initial stage of the investigation. They interrogated a lot of eyewitnesses, started special expert studies, which have been mainly completed - this is an explosive, genetic, forensic examination. Relevant instructions were given to conduct operational-search activities to the agencies of the FSB, the Ministry of Internal Affairs of Russia,” he said.
As Bastrykin noted, the route of the truck, which was blown up, has already been established. “These are Bulgaria, Georgia, Armenia, North Ossetia, Krasnodar Territory,” he said.
Also, persons involved in organization of the truck’s movement, have been identified of the truck, Bastrykin went on.
“With the help of FSB operatives, it was possible to identify suspects from among those who could prepare a terrorist attack and people who operate on the territory of the Russian Federation,” he said.
Bastrykin added that the Investigative Committee continues expert research “to clarify the goals and objectives of this explosion.” But he stressed that the emergency is “certainly terrorist in nature.” “This is an act of terrorism. All our data from the initial stage of the investigation today allow us to draw a clear conclusion - this is a terrorist attack that was prepared by the Ukrainian special services, and the purpose of this terrorist attack was to destroy a large civilian infrastructure facility, which is very important for the Russian Federation, especially in Crimea,” he said.
