Whether the soldiers get pay or food stamps, the government is still paying.
Shameful, in my opinion, to make the soldiers apply for food stamps instead of paying them directly.

First thing that entered my mind... I recall throwing the ship's POD down onto the deck, after reading my division the notice of food-stamp eligibility for young married sailors in 1978. Dear Jimmy...pride shame of the Navy. Rats/Rinos, always putting the nation's defense on the back burner. Nothing new under the sun...

I was a bachelor, so it wasn't that bad. Not so for my married soldiers, we were scrambling to help them out.
I was in the Air Force during those times. We also would run out of spare parts used to repair aircraft by late August or early September, and have to wait until the start of the next fiscal year on October 1st before parts were available again.
I was out of active duty before Ford and Carter, and I was eligible for food stamps, that was the Nixon days, so this has been the situation for at least 50 years
