They're trying to overturn the order appointing the Special Master. The Trump appointee only comes into play if the last court to rule on the matter agrees with the original order.

This is the equivalent of a DA appealing a defendant’s right to counsel. Or appealing the defense counsel’s right to see the evidence against his client.
In a case of this nature the Special Master’s review is just basic due process.
So much for Brandon’s blabbering about the “rule of law.”

The Trump appointee only comes into play if the last court to rule on the matter agrees with the original order. Read this from the article:
“the DOJ filing states. “If the Court does not grant a stay by Thursday, September 15, the government intends to seek relief from the Eleventh Circuit.”
Its going to the 11th (Trump appointed judges majority), then the Supremes (Tump appointed Justices majority) The DOJ lose either way.

Plenty apparently. Legal expert Katherine Bates in FL has been blogging at length about why the DOJ is overextended in this case. I think she's on the short list.
Between President Trump declassifying the information, questionable FBI planting of evidence and other questionable legal maneuvers, this whole thing stinks.
Which is why, crazy as my friends tell me, this may be the beginning of the Reinstatement.
