It was a history and heritage event at the Army's Heritage and Education Center (not the Yorktown exhibit behind them!), and Doug was asked to dress up in a re-enactor's uniform to do a presentation on the Confederate Army at Gettysburg, where he gives tours. Completely dishonest.
