According to the Russian Criminal Code, narcotic and psychotropic substances, their analogs, and plants containing them (including cannabis) are prohibited if manufactured, sold, or delivered without authorization.

Her arrest was political in nature… anyone else and any other time the contraband would have been confiscated and thrown away… the fact is she was targeted for her publicly speaking out against the regime while in the country of said regime which was stupid.
