I had a guy test the physics of that on my small SUV. He lost. Thankfully I had three witnesses to tell the responding officers the guy on the bike rode out in front of me when I had the green.
Oh, they’ll be going after the electric bicycle$. Bet the rent.
My beef is everyone on the road is required to carry insurance, but bicyclist, the same ones who routinely blow through stop signs and traffic lights, are not. I know of several cases where bicyclist have caused collisions resulting in injuries and deaths.
I wonder if this course will address what to do when a bunch of leftist Clymers decide that they are more special than everybody else and block the road.
A good idea. The feeling of selfish entitlement has carried-over into kids driving habits. Plus they are much more likely to be distracted by electronic devices and not paying attention to others on the road that may be easier to miss.

Why stop there? Mandatory training on how to use a crosswalk. Required training on food safety in the kitchen. Elementary school training on use of electric outlets, and a masterclass in changing lightbulbs. Required training on lawnmower use. And so much more! It would be one thing if the law was reuiring bicyclists and pedestrians to acquire licenses to traverse public pathways, at least that would show the total rediculousness of the law and get it repealed in the coursts sooner than it will take to get the same repeal of the stupid law being proposed.
WE have winding hilly single lane roads here. I’ve said choice words more than once when rounding a curve and there’s a cyclist struggling so slowly to get up the hill right in the middle of the road. Bunch of idiots are going to get someone killed.
