I'm not going to waste time reading the backstory here but I would venture a guess that context would clear up any confusion.
That said, when it comes to Twitter, Musk is doing exactly what Trump advises...he is negotiating.

Many decades ago a retiring warrant officer assigned on me the title of “having the gift of B.S.” We all discussed this comment around others at the gathering and it was received by all as one of the highest compliments I could have received by such an esteemed, retiring W4. There is constructive B.Sing or destructive B.Sing.

I am not convinced that is an insult. The idea that Musk is BSing could help him to buy it cheaper. We shall see what comes of this. After the twitter price drops, Musk could buy it later and invite Trump on board.

I don't think Trump was necessarily attacking Elon, more just riffing on current events. Musk is a BS artist, always has been. Trump is just calling it as he sees it.
A lot of people jumped on the Elon train when he started talking about buying Twitter without knowing much about him.

It should be remembered that Forbes in it’s 100th anniversary issue did a long piece on the ongoing relation between Forbes and by then President Trump.
The jist of it was Trump bull shit written as notes to Forbes over a period of many years. So, when it comes to promoting one’s self with what some might call hyperbole and others call bull shit, Trump is a master of the art.
Further in the issue where the wisdom of many, many top of the line American Businessmen were written and thus recorded, Trump as Trump and also President provided words appropriate for the issue and the moment......... no BS
