a legal theory that says only state legislators have the authority to set rules for federal elections. Because that is codified in the Constitution. Could that be the "legal theory"?

Except for the Supreme Court, all lower courts are creations of their respective legislatures. How bold does such a jurist need to be to arrogate to themselves authority OVER the legislature that created the seat?

Article 1, Section 4, Clause 1 of the U.S. Constitution:
"The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof;"

Yet when demoKKKrat led legislatures in Pennsylvania, Michigan, etc set forth rules in 2020 such as ballots being received after election day counting, that was not a problem

What's the issue here? Democrats can't read English? It's the lexicon. They don't understand words like "federal". They keep confusing it with the word "central".
