The question becomes are they just doing it to one tire or more per vehicle.
One would be aggravating but multiples are more so.

Climate change activists with a group calling itself Tyre Extinguishers are celebrating their first 'action' in New York City - deflating the tires of 40 SUVs on Manhattan's Upper East Side.
The movement, which originated in the United Kingdom, seeks to dissuade people from owning SUVs in urban areas, and switch instead to more environmentally-friendly vehicles.
The SUVs they vandalized had leaflets let on the windshield, which stated: 'Attention: Your gas guzzler kills'.
On Twitter, they boasted about their actions.
'BIG NEWS: TYRE EXTINGUISHERS STRIKE FOR THE FIRST TIME IN NEW YORK CITY!' they tweeted on Tuesday.
They said: '40 SUVs disarmed in the Upper East Side, the first of many.
'We have an American English leaflet ('tire' rather than 'tyre') on our website so USA folks, you can join in!'
Police are investigating, but no arrests have been made.

I doubt these activists took a sailboat from the UK to the United States.
I couldn’t tell from the story if they are just letting the air out or doing something more damaging like cutting off the valve stem or slashing the tires. The first is a nuisance which will likely require an air compressor or remounting the tire if it came loose from the wheel. Destroying the tires could be upward of a thousand dollars damage.
Have a sign on the SUV: Warning the tyres are filled with Carbon Dioxide gas.
Hopefully it won’t be long until these British Butt Boys are handed their asses either by street gangs or country boys when they try this crap in other cities. All it should take is a few of them getting kicked in the teeth (or worse) and they will go scuttling back under the rocks they crawled out from.
Hopefully their next target will be downtown Chicago on a weekend. Let’s see how well that goes for them.

Next, they are going to target and remove plastic cladding from the exterior of area homes, Seinfeld they are also made from petrochemicals. The group will be renamed “ Tyre and Sidin’”

Be fair about it. Tell them that if they atone for their criminal action by reinflating the tire without a pump all will be forgiven. If they don’t — or can’t — then it’s “beating time”.
