A Russian air strike on a theatre in the Ukrainian city of Mariupol where hundreds of civilians had been sheltering in March was a "clear war crime" that killed at least a dozen people, human rights group Amnesty International said.
In a report, Amnesty said Russian forces "most likely intentionally targeted" the building knowing it was a civilian site, "most likely" using two 500kg bombs that struck close to one another and detonated simultaneously.
Amnesty also said its investigation found no convincing evidence to support other possible explanations, including a claim by the Russian defence ministry that the attack had been carried out from within the building, as part of a "false flag" operation.

Also point of order - the Ukraine army has also taken actions which are war crimes as well but I don’t see amnesty calling for Ukraine to be charged as such…

The people from the theater say the Ukrainian army destroyed it by riggnd the big bomb on the inside. They also evacated people before doing it.

Also the Red Cross has not been allowed to visit any Russian POWs...but they’ve been given full access to Ukrainian POWs.

was destroyed by fire-bombing prior to the use of two
nuclear weapons. We’re talking a large number of cities.
Japan refused to surrender. After the first nuke was
dropped, the Japanese refused to surrender. After the second
one dropped, they did agree to an unconditional surrender.
We didn’t have to sacrifice tens or hundreds of thousands
troops to force Japan to surrender.
After the war, the United States helped Japan get back on
its feet. It’s a very prosperous nation, and it came back
from WWII relatively quickly.
We did not take control of the land and keep it. We let
Japan have its nation back, and run it as a reasoned
growing nation.

Law enforcement had a duty to protect innocent civilians from robbery and assault and also to arrest the perpetrator. Michael Brown would be alive if he didn't attack a police officer. Amnesty International, if they really cared about human rights, would have supported the officer who had to give up his job for doing his job and would have opposed the rioters and looters who violated human rights afterwards.
