It’s more a result of the Biden Administration’s regulatory efforts, OPEC moves and refining capacity decreased with much less traffic during the epidemic.

Well, how about opening Keystone, then? Showing that kind of leadership would reduce the price of oil overnight because it would instill confidence that our government is willing to back massive production of oil as the need arises.
i.e. being a traded commodity, oil’s price is largely based on faith - Faith in the supply dwindling (increasing prices), or faith in the supply increasing (reducing prices).
When you send the message that your administration is an enemy to oil extraction, you automatically raise prices, which was happening before the Ukraine war started.
