The price of gasoline and lots of other things are set by policies that originate in the White House. Pipelines, leases, EPA approvals combine to give us high prices and shortages, or low prices and growth. We The People are not idiots.

He is a liar or so dumb that he does not understand:
Closing a pipeline, cancelling leases from Alaska to the Gulf, embargoes by executive orders, etc., all result in higher prices for all petroleum products.
Besides, old Joe has indicated that he is happy with the results and the gas prices.

but ... policies that reduce supply severely affects the auction process as buyers fight harder (bid higher) for the reduced supply ..
