That depends on the law, not on your personal assessment. If the law allows the police to shoot a fleeing felon, then it’s up to the policeman’s judgement whether the situation warrants it. The policeman is the one who will have to live with the consequences if they allow a criminal to escape and the criminal harms someone else subsequently.

The laws that govern whether police are allowed to shoot or not in these situations are not based on “non-compliance”, they are based on the threat that the criminal poses to others if allowed to escape. Criminals that are “on the run” are much more likely to commit additional felonies, and violent felonies, in an attempt to make good on their escape, as they are already facing prison if caught, so there is little to motivate them to not do whatever they can to get away.
It is going to be a long summer of this stuff. The riots have been bought, paid for and scheduled.

She doesn’t seem to have been in the car when she tried to run.
So far I find no description of her being shot...in the arm, in the leg, and she's still up when they tell her to get down...
The only way to stop the “entitled” mentality is with force.....the “woke” city prosecutors and politicians, coupled with the ambulance-chasers who ALWAYS play the race card, allows murderers to walk free, thugs to walk free, and taxpayers paying un-Godly amounts to “guilt-free” baby mamas, and absent un-told “extended family” others.
It’s coming down to local citizen policing and taking care of business, because cities, judges, juries, and politicians only protect themselves.
