Ukraine’s president said Wednesday that Russia must pull back to its pre-war positions as a first step before diplomatic talks, a negotiating line that Moscow is unlikely to agree to anytime soon.
President Volodymyr Zelenskyy said he currently sees no willingness on the part of Russia to resume earnest negotiations on ending the three-month war.
“At the beginning, there was an impression that we can move ahead, that there would be a certain result or some outcome of those talks. But it all has stalled,” Zelenskyy said through an interpreter by video link to attendees at this year’s World Economic Forum in Davos, Switzerland.

Well, the Russians have effectively vetoed that, since a referendum can’t be held in the middle of an invasion.
Again, you miss the point: Russia’s trade has been crippled. They are essentially a closed system.
Yes, they are making some money in oil. But there are minimal other exports and almost no imports. They cannot get parts to maintain and repair their manufacturing.

Missiles are taking out military barracks and weapon storage sites in the west. One missile strike recently took out an estimated $400 million in weapons.
With any luck, Russia will decide when and where to stop and present terms.

This is what happened at the end of the War of 1812. The boundaries in the US and Canada went back to what they were before the war. The USA and Great Britain negotiated an end to the fighting. A horrifying loss for people who lost life or limb or had their homes and businesses destroyed.
Donbass is past asking for a referendum.
Minsk agreements showed that to be ineffective.
Donass and Luhansk are now pressing for full breakaway status and their independent status has been recognized by the Russian Duma, using UN procedures to justify supporting them.

In 2014 Crimea held a referendum of overwhelming support for becoming part of Russia, which was never accepted by Kiev or its backers.
Meanwhile other newly occupied oblasts are taking referendums on whether to join with Russia.
Russia is a nuclear power. A competent administration would be conducting back channel talks with Russia talking about the status of their tactical nukes; instead we’re daring Putin to use them. In his eyes, we’re leaving him no option. We are dancing at the brink of a nuclear war and no one is taking it seriously.

Russians have already begun rebuilding Mariupol and other areas damaged by the Nazis with their human shield and slash/burn tactics. Damage to Nazi areas are typically just to legitimate military targets, and I’d guess that the Nazis can rebuild them themselves if they’re interested.
Russia’a attack on a peaceful neighbor is a violation of international law and is an act of war. Russia must remove their forces, must return all Ukrainian citizens that were removed or captured, and must repair / replace / or pay restitution for all damages caused. The political ideology of the citizens of another country is non of Russia’s business.
One does not reward bad behavior, micro (individuals) or macro (nations).

The thing I'd really like to see would be for Putin to finish up with Ukraine and then assist the Serbs in retaking Kosovo. THAT would mess deepstate minds so badly that they would never function again.
Donbas and Lugansk are practically a done deal. Add the rest of of Zaporozhiye, Odessa and Nikolayev and then it is time for Ze to give up. If not, Harkov and Dnepropetrovsk wouldn’t mind to get liberated. If it doesn’t work, the return to Kiev at full force. The rest is up to Poland for grab.
