Last I heard CA got about $200 Billion in Federal freshly printed “CARES Act” money...a quick search shows this $43 billion part accounted for:

A revenue surplus means, by definition, that they collect too many taxes.
California has a for-profit government.
Yet California has a massive 50% of all the homeless people in America. In addition to having by far the highest tax rates plus super high and fast rising crime and murder rates causing huge numbers of Californians to flee to Texas and other red states.

Well this is definitely coming from tons of federal monies being thrown at California. They always use fed money to keep afloat.
With a fleeing middle class there is no other reason to have a surplus.
