The tactical nukes at low yield settings are really not that big of a deal a mile or more away, except possibly for fallout. But nothing militaries can’t handle. Two or three weeks later unshielded troops can re-enter the area.

That said, it explains why Russia still maintains a nuclear war defense program- the west does not. In the event of nukes, they will suffer far, far fewer casualties than the US or West.
