Exactly, they are prepared for nuke war, we are not ( our CD program was abolished by Clinton). I trained Ivan’s in Moscow for three years. Every hangar, factory, many apartments had stocked shelters.
What struck me one day, was a poster in a manufacturing hangar: A mushroom cloud, crylic…I asked one Ivan, discussion ensued. He explained to me his thoughts: many countries have nukes, only ONE has ever used them- the USA.
They can not be trusted to not use them again. I see his reasoning.
That said, it explains why Russia still maintains a nuclear war defense program- the west does not. In the event of nukes, they will suffer far, far fewer casualties than the US or West.
China is even more prepared - every structure over 6 stories tall is required to have underground capacity for all occupants with blast doors and emergency supplies.
Not that it would help them escape the rubble on top of them, but many would survive full nuclear exchange in Chinese cities.
