The Kremlin on Wednesday dismissed speculation that President Vladimir Putin planned to declare war against Ukraine and declare a national mobilisation on May 9 when Russia commemorates the Soviet Union's victory in World War Two.

Asked about speculation that Putin will declare war against Ukraine on May 9, Kremlin spokesman Dmitry Peskov said: "There is no chance of that. It's nonsense."
Peskov also said that people should not listen to speculation that there could be a decision on a national mobilisation.
"It is not true. It is nonsense," Peskov told reporters.
Declaring War is so 20th Century.

A part of me thinks he might want to recreate the old Russian Empire rather than the USSR.
What’s the point of declaring war while at war?
Putin’s playing 8th dimension chess. His attack on Kiev (Russian spelling) was a diversion so he could focus on losing in the Donetsk, which is also a diversion so he can declare war on Ukraine on May 9, which is also only a division so he could do something his only his genius level brain can imagine.

Wait a minute...
Declaring war legally means he can authorize full mobilization, calling up all reservists (mostly ill-trained conscripts whose contracts expired) without bothering to giving them any additional training, throwing them into the fray as literal cannon fodder.
Silly me, I thought bringing in tanks and troops and blasting the crap out of another country’s people and structures was pretty much goes without saying declaring war.
