I assume that the UKrainians may still have some of their tactical , ‘suitcase’nuke still stashed somewhere ,even when they agreed to give up all their nukes back in’97. Send a black team with one of them to Grozny Chechnya . Command detonate it and eliminate Grozny.
At the same time,the anonymous international black team states that 4 more such devices are plant in and around Moscow , other in certain other Russian cities . All of which will be command detonated if Russia does not stand down and withdraw all forces from Ukraine within 72 hrs . Follow that up with a Pledge that the devices will remain in place to discourage any further Russian military adventurism , and until Putin is 100% removed from power . Sacrifice Grozny to demonstrate the reality of the threat. The Chechens deserve it anyway. Just a thought...

If the Ukrainians use nukes, they put a great big bulls-eye
on themselves, for people to use them on them.
This isn’t the 1950s and the beginning of the nuclear age.
A number of nations have them. One of them is blustering
right now. Given cover and a tiny excuse, I think he
could likely use them.
I don’t wish harm on the citizens of Russia. I don’t want
more harm to befall the Ukrainians either.

Nukes. Especially small nukes have a very short life and the core has to be renewed. Certain electronics go bad when exposed passively to radiation.
So they are constantly rebuilt and maintained.
I doubt they kept any and doubly doubt any work now.
