I never saw the guy my brother caught in his house, but the cops laughed at him when they picked him up.

Do not do what this homeowner did.
Many burglaries and home invasions are conducted by 1 or more accomplices. If you're busy playing hand to hand combat with a suspect at home, you could easily be killed by another unseen/unknown 2nd suspect coming out of a bedroom etc.
Shoot the first one you see dead, and then be ready and quick for one or more other suspects attempting to attack or flee.
It seems in this case, the homeowner did not have ready access to a firearm.

Aranguiz, of Chile, is a suspected member of a South American Theft Group. Investigators say they're part of a recent wave of "crime tourism" in which thieves come from South America to burglarize homes in California. Four men were arrested just last month for a similar crime in Camarillo. "Crime tourists"? Is that what we are calling illegal aliens now?

No, this is a real thing. They fly into Cali to avoid the border checkpoints. They already have a plan as to which rich neighborhood to target. This is very, very intentional, not the same as the crime incidental to illegal immigration.
Word has gotten out beyond America about Cali's soft on crime DA's and Mayors.
The schadenfreude part is a large majority of the inhabitants of these neighborhoods voted for the Democrat fools that have unleashed a crime wave on them.

Here in Jersey if you hold a suspect for the police they’ll charge you with assault or unlawful imprisonment. The crook will be running loose before you get a hearing.

Here in Jersey if you hold a suspect for the police they’ll charge you with assault or unlawful imprisonment. So, are they trying to save arraignment costs by having the homeowner deal with the intruder permanently using his own resources?

So, are they trying to save arraignment costs by having the homeowner deal with the intruder permanently using his own resources? No, Heaven forbid! Kill the intruder and the charge is upgraded to murder! And if you're found not guilty you'll be bankrupted by your lawyer's fees.

I had a drug addict try to enter my apartment in Ventura County and a neighbor called the police. I asked the police man, What is the limit about self-defense if the drug addict had entered my apartment? The police man said, “There are no limits to self-defense if the offender enters your apartment.”
And everyone should know how to be prepared to say, “I was threatened and scared.” Period.

Yes, the old triple S. Shoot, shovel and shut up. Highly recommended if you have 40 acres and a backhoe!
